Indemnity System for Works of Art

The Agency for Cultural Affairs has been supporting exhibitions by implementing the government indemnity system for damage to works of art since 2011, following the implementation of the Act on the Indemnification of Damage to Works of Art in Exhibitions

Act on the Facilitation of Disclosures of Foreign Works of Art

The Agency for Cultural Affairs has been supporting disclosures of outstanding foreign works of art in Japan since 2011 following the implementation of the Act on the Facilitation of Disclosures of Foreign Works of Art in Japan.

Immunity from Civil Jurisdiction for Foreign-Owned Art Work at Exhibitions in Japan

The Act on the Civil Jurisdiction of Japan with respect to a Foreign State, etc. enacted on April 24, 2009 stipulates that works of art owned by foreign states [foreign governments (national government or governmental agencies, municipal (state) government] exhibited in Japan are immune to compulsory execution, provisional seizure, or provisional disposition by Japanese courts.
This immunity is in effect by law without any specific procedures taken by the foreign governments for individual exhibitions.

Please communicate that seizure and other actions are prohibited by law without specific procedures in the event you borrow works of art owned by foreign states and they are requested for seizure (please use the following document as well).

Facilities Approved for Disclosure

Any parties other than the owners of National Treasures and Important Cultural Properties, such as museums and art museums (including managing organizations), are required to obtain permission from the Commissioner for Cultural Affairs to disclose cultural properties. However, from the standpoint of open use of cultural properties, facilities which the Commissioner for Cultural Affairs has pre-approved as suitable for disclosing cultural properties may notify the Commissioner after such properties have already been disclosed. Facilities that have received such approval are called "Facilities Approved for Disclosure."
