In 2011, in an attempt to have international hubs in Japan for creating and promoting arts and culture, the Agency for Cultural Affairs introduced the Program to Create International Base for the Promotion of Arts and Culture, supporting an artist-in-residence initiative as a hub for creation and cross-cultural exchange.
